Talent Concentration
The Moncloa Campus claims to define a space of connectivity among all its partner institutions which will simultaneously exploit the resources deriving from their complementarity and benefit from the individual strength of each of them in order to transform diversity into energy and, with a joint effort, to progress towards the future.
The CEI-Moncloa Strategic Plan included a determined effort towards internationalization and talent recruitment with different actions, specially the Program for International Talent Recruitment (PICATA) (PICATA) focused on bringing in students and researchers from all over the world. The concentration of talent is the only way to achieve excellence and rather than just the traditional strategy of attracting talent, Moncloa CEI opts for a talent concentration strategy, a strategy that encompasses three separate policies:
- Developing / Incubating talent
- Attracting / Capturing talent
- Retaining talent
The ultimate purpose is to act on all elements (development, attraction, retention) of the talent concentration process to achieve a critical mass of outstanding students and lecturers of renowned prestige. Therefore, within the attraction and recruitment policy has been carried out to define the following five sub-programs in which UCM and UPM have ensured that the conditions for enjoyment of their contracts are, where possible, similar to those of the beneficiaries of the calls for the government and thereby avoid the substantial differences that may impair subsequent beneficiaries thereof.
The calls of each one of the subprograms will be able to specify concrete lines of investigation based on the design, development and needs detected by the Director Plans of the thematic programs included in the Strategic Plan of the Moncloa Campus of International Excellence.The Moncloa Campus has established five thematic clusters aspiring to become a scientific benchmark and to attract and train talent:

e) Heritage
